TITLE: Human Resources Manager
REPORTS TO: President & CEO
TYPE OF EMPLOYMENT: Full-time (non-exempt, with benefits)
SALARY RANGE: S65,000 - $80,000 (DOQ)

SUMMARY OF POSITION
Oversees and administers all centralized functional areas of human resources. The HR Manager is responsible for developing and ensuring the effective implementation of plans, systems, policies, and processes for workforce planning, talent acquisition, talent management and development, employee relations, legal compliance, and data management, The HR Manager will serve as a strategic partner driving a safety-first culture, work to guarantee diversity, equity, and inclusion are embedded in all areas of HR processes, and build an infrastructure to prepare for future growth.
ESSENTIAL FUNCTIONS
Employee Relations
- Using an equity lens drives proactive strategies for resolving issues by providing a supportive environment for employees in crisis while maintaining the organizational policies and procedures. Includes employee grievances, harassment allegations, and civil rights complaints.
- Monitor culture, morale, and employee environment.
- Manage annual employee engagement survey process.
Recruitment, Hiring, and Onboarding
- Work with managers to develop and implement recruitment plans for open positions.
- Maintain system and approval process for new hires. Write descriptions (as necessary) and post new positions internally and externally according to BGCTC policy.
- Oversee relationships with external posting platforms and other sources for job candidates.
- Work with managers to set salaries for open positions within agency salary guidelines.
- Manage new employee onboarding and orientation.
Benefits
- Work with the benefits broker, CFO, and the Senior Leadership team to implement benefits programs. Ensure compliance and oversee the administration of employee benefits.
- Responsible for staff communications and overseeing enrollment meetings.
- Administer all benefit plans and 403(b) retirement program.
- Manage process for workers’ compensation claims, including aspects of workers’ compensation insurance program.
- Oversee leaves of absence, including FMLA, STD, LTD; work with vendors as necessary.
- Support the Finance Department with biweekly payroll review.
Performance Management and Talent Management
- Manage and oversee the salary administration program in coordination with senior leadership and the HR board committee.
- Manage the performance evaluation process; develop assessment tools as necessary.
- Provide oversight for the organization’s talent management program. including staff training and leadership development, retention, recognition, and career development.
- Annually assess and evaluate training and staff development needs for the organization.
- Work with departmental management to create individualized plans for each employee.
- Serve as staff support for organizational recognition programs, events, and activities.
Data Management
- Track key human resources and safety metrics.
- Utilize formal benchmarking to foster best practices and continuous improvement.
- Provide recommendations to focus activities and strengthen key deliverables such as hiring, promotion, development, retention, and engagement.
- Produce reports and presentations for senior leadership, board of directors, and employee meetings.
- Responsible for all regulatory and compliance reports from the government and other mandatory reporting agencies.
General
- Annually review and, as needed, update the Employee Policy Handbook.
- Oversee agency compliance with employment laws and regulations. Maintain policies and procedures.
- Partner with the senior leadership and board to ensure understanding and up-to-date knowledge of all human resources policies and programs, ensuring compliance with federal, state, and local regulations.
- Work with legal counsel on complex employee relations situations. Consult with senior leadership regarding employee issues.
- Facilitate the Board’s Human Resource Committee by organizing meetings, developing agendas, and completing work as assigned by committee members.

Position Requirements (Education, Experience, Knowledge, Skills, Abilities, Work Demands)
- Bachelor’s degree in HR or a related field.
- Four years of experience in Human Resources or related fields required.
- Experience within the non-profit environment and/or an organization in growth mode preferred.
- Experience with organizational change and/or organization development preferred.
- Knowledge of standard concepts, practices, and procedures within Human Resources.
- Knowledge of federal and state employment laws.
- Strong project management, follow-through, and outstanding customer service skills.
- Demonstrated experience using good judgment and creativity in solving problems.
- Must demonstrate the ability to work with a high degree of confidentiality.
- MS Office and web competency required.
- Must be able to work independently and as part of a team.
- Aptitude to multi-task with strong verbal and written skills.
- Ability to communicate effectively with a wide variety of stakeholders.
- Position requires occasional work outside regular business hours, and moderate travel is required.
