SUMMARY OF POSITION

Oversees and administers all centralized functional areas of human resources, organizational safety and quality assurance practices while supporting the Boys & Girls Clubs of the Twin Cities (BGCTC) commitment to diversity, inclusion, and equity. The Director will provide support for employee relations and employment issues as well as write employee communication to support all human resources and organizational programs. The Director will serve as a strategic partner driving a safety-first culture and working to guarantee diversity, inclusion, and equity is embedded in all areas of HR processes building an infrastructure to prepare for future growth.

ESSENTIAL FUNCTIONS

Safety and Quality Assurance

  • Work with Club Safety Committee to oversee Club Safety standards, policies, and procedures in accordance with Boys & Girls Clubs of America (BGCA) and Federal, State, and Local mandates, including:
    • Update and communicate safety policies and ensure processes are in place to effectively track adherence.
    • Work in coordination with senior leadership to oversee COVID-19 Response Plan, including updating plan as new information is released by the CDC, State of Minnesota, local officials, and BGCA.
    • Conduct annual review of internal and external safety assessments.
    • Update and manage BGCTC Operational Safety Policy document including tracking metrics and communications to key stakeholders.
    • Coordinate with VP of Operations to ensure compliance with comprehensive prevention efforts, and safety policies and procedures.

Employee Relations

  • Serve along with Club staff identified to serve on the D & I committee to set the direction, manage and coordinate diversity and inclusion strategies and initiatives.
  • Using an equity lens, drive proactive strategies for resolving issues by providing supportive environment for employees in crisis while maintaining the organizational policies and procedures. Includes employee grievances, harassment allegations, and civil rights complaints.
  • Monitor culture, morale, and employee environment.
  • Manage annual employee engagement survey process.

Recruitment, Hiring and Onboarding

  • Work with managers to develop and implement recruitment plan for open positions.
  • Maintain system and approval process for new hires. Write descriptions (as necessary) and post new positions internally and externally according to BGCTC policy.
  • Oversee relationships with external posting platforms and other sources for job candidates.
  • Work with managers to set salaries for open positions, within agency salary guidelines.
  • Conduct background screening process for potential hires and for all BGCTC employees annually.
  • Manage new employee on-boarding and orientation.

Benefits

  • Work with benefits broker, CFO, and other Senior Management to implement benefits programs. Ensure compliance and oversee administration of employee benefits.
  • Write staff communications and oversee enrollment meetings.
  • Administer all benefit plans and 403(b) retirement program.
  • Manage process for workers’ compensation claims, including aspects of workers’ compensation insurance program.
  • Oversee leaves of absence, including FMLA, STD, LTD; work with vendors as necessary.

Performance Management and Talent Management

  • Manage and oversee the salary administration program in coordination with senior leadership and HR board committee.
  • Oversee and administer the performance evaluation process; develop assessment tools, as necessary.
  • Oversees talent management, including staff training and leadership development, retention, recognition, employee communication and career development.
    • Annually assess and evaluate training and staff development needs for organization.
    • Work with departmental management to create individualized plans for each employee.
  • Serve as staff support for organizational recognition programs, events, and activities.

Data Management

  • Track key human resources and safety metrics.
  • Utilize formal benchmarking to foster best practices and continuous improvement.
  • Work with senior leaders to track the progress of diversity and inclusion strategies.
  • Provide recommendations to focus activities and strengthen key deliverables such as hiring, promotion, development, retention, and engagement.
  • Produce reports and presentations as needed for senior leadership, board of directors, and employee meetings.
  • Responsible for all regulatory and compliance reports from government and other mandatory reporting agencies.

General

  • Oversee agency compliance with employment laws and regulations. Maintain policies and procedures.
  • Partner with the senior leadership and board to ensure understanding and up-to-date knowledge of all appropriate safety and human resources policies and programs. ensuring compliance with federal, state, and local regulations as well as Boys & Girls Club mission, vision and values.
  • Work with legal counsel on complex employee relations situations. Consult with senior leadership regarding employee issues.
  • Facilitate the Board’s Human Resource Committee by organizing meetings, developing agendas, and completing work as assigned by committee members.
  • Serve as a member of the Club’s Safety Committee, working closely with the Club Safety Board Chair.
  • Other duties as assigned.


Position Requirements (Education, Experience, Knowledge, Skills, Abilities, Work Demands)

  • Bachelor’s degree in HR or a related field.
  • Four years of experience in Human Resources or related field required
  • Experience within non-profit environment and/or an organization in growth-mode preferred.
  • Experience with organizational change and/or organization development preferred.
  • Knowledge of standard concepts, practices, and procedures within Human Resources.
  • Knowledge of federal and state employment laws.
  • Strong project management, follow-through, and outstanding customer service skills; must demonstrate good judgment and creativity in solving problems.
  • Must demonstrate ability to work with a high degree of confidentiality.
  • MS Office and web competency required.
  • Must be able to work independently and as part of a team.
  • Aptitude to multi-task with strong verbal and written skills.
  • Ability to communicate effectively with wide variety of stakeholders.
  • Position requires occasional work outside normal business hours and moderate travel is required.
